Afghan combat role to end; US forces still at risk

Defense Secretary Leon Panetta said Wednesday that?the U.S. military hopes to end its formal combat mission in Afghanistan next year, but that doesn't mean?Americans won't see combat there, U.S. officials say.?

Panetta said the end of the?formal combat mission was planned for the middle or latter part of 2013. U.S. military forces would then take on a training and advisory role with Afghan security forces until all American military forces would withdraw at the end of 2014.

Panetta emphasized however that "this doesn't mean we're not going to be combat ready." And Pentagon officials acknowledge it's highly likely that U.S. forces will still see combat during the transition period until the end of 2014.


Panetta: US to end combat in Afghanistan next year

It's the same strategy and exactly what happened as the U.S. military withdrew from Iraq. More than 370 Americans were killed or wounded in Iraq after the formal end of their combat mission until all forces were finally withdrawn 18 months later. In fact, during that transition period, U.S. Special Operations forces continued to conduct nighttime raids on?enemy or al-Qaida targets.

American troops often came under rocket attack in their compounds or encountered those highly lethal homemade bombs on the road. The last American soldier who died in Iraq was killed one month before the final withdrawal.

Pentagon officials insist this is not a new strategy. As in Iraq, a transition period was always built into the timetable for withdrawal. Afghan President Hamid Karzai had already announced that Afghan forces would take over security operations sometime in 2013, and NATO had also announced the transition to Afghan security would be completed next year.

The U.S. now has about 89,000 service members in Afghanistan. The total U.S. commitment in Afghanistan is slated to decrease to 68,000 by the end of this September.

For the first time Defense Secretary Leon Panetta said U.S. forces will aim to end their combat role in 2013, a significant milestone. NBC's Jim Miklaszewski reports.

The Center for Public Integrity: Presidential super PACs raise $49 million through December

Outside groups that funded numerous attack ads in the GOP primaries collected more than $49 million in donations in 2011, with huge contributions coming from billionaires, corporations and labor unions, something that would have been illegal were it not for pivotal court decisions in early 2010.

The top recipient among these so-called "super PACS" was Restore Our Future, which raised $30.2 million to assist the candidacy of former Massachusetts Gov. Mitt Romney -- that's more than what was raised by the official campaign committees of any of Romney's GOP opponents.

The Center for Public Integrity reviewed Federal Election Commission documents filed by super PACs that spent money to support or defeat a presidential candidate in one of the primaries. When considering all super PACs in 2011, total contributions were almost $100 million.

Restore Our Future, which has close ties to the Romney camp, has spent at least $17.5 million so far this campaign, nearly $11 million in Florida, where Romney won handily Tuesday night.

The $49 million total does not include the $10 million in donations that casino magnate Sheldon Adelson and his wife gave to a pro-Newt Gingrich super PAC, Winning Our Future, which were made in January and will be disclosed in a few weeks.

Super PACs were created following the Citizens United Supreme Court decision and a lower court ruling in early 2010. The high court eliminated the ban on corporations and labor unions financing ads to urge people to vote for or against a candidate. A federal appeals court decision led to the creation of the super PACs, which can collect unlimited donations and spend the funds on ads supporting or opposing a candidate.

The groups are prohibited, however, from coordinating their activities with the candidate committees.

To give a little perspective, an individual can give a maximum of $2,500 to a candidate for the primary. Of the roughly 2,900 donors to all super PACs so far in the 2012 election cycle, the average donation was about $33,500.

It would take about 39,250 people giving the maximum donation to reach the total raised by super PACs -- that's about 13 contributors per one super PAC donor.

Thanks to the courts, what we're left with now is "a world of unlimited money in politics," said Meredith McGehee, policy director for the Campaign Legal Center. "The few rules on the books can be easily circumvented by anyone trying to influence elections, and that is what has happened."

Unlimited money in politics creates a "combustible cocktail" that allows "those who can marshal enormous amounts of wealth to control who controls the power," she said. "This will drown out the voices of the average Americans."

Not everyone thinks that money and politics are a bad mix.

"I think the regime allows for more spending, which I think is generally a good thing," said Brad Smith, former FEC commissioner and co-founder of the Center for Competitive Politics. "Added spending helps voters understand the issues and put candidates on a spectrum. It informs voters."

The pro-Romney PAC Restore Our Future got a big boost from wealthy investors, records show. Of the nearly $18 million it raised in the second half of 2011, friends from Bain Capital, the private equity firm where Romney served as CEO, gave at least $750,000. The largest donors were Julian Robertson of Tiger Management LLC and Paul Singer of Elliott Management Corp. Each gave $1 million.

Robertson is a hedge fund pioneer and wealthy investor. Singer is known for, among other investments, buying other nations' bad debt and collecting on it for a profit. Rooney Holdings Inc., a Tulsa, Okla., construction company, also gave $1 million.

Chris Shumway of Shumway Capital gave $750,000. Bob Perry, a Texas homebuilder with deep pockets for GOP causes , also gave the group $500,000.

The second largest haul among the presidential super PACs was Make Us Great Again, which supported Texas Gov. Rick Perry. It raised $5.5 million with more than $1.3 million coming from oil companies.

Priorities USA, a super PAC supporting Barack Obama, has raised $4.4 million. Its top donor is Jeffrey Katzenberg of DreamWorks Animation who gave $2 million. It is also a favorite of labor unions.

Endorse Liberty Inc., the pro-Ron Paul super PAC, received $1 million in 2011 with $900,000 coming from Peter Thiel, co-founder of PayPal, which was later sold to eBay.

The biggest super PAC of them all is American Crossroads, when considered together with its nonprofit sister group, Crossroads GPS. The two raised $51 million in 2011, according to the organizations.

Conservative groups will need as much money as they can scrape together to beat President Barack Obama, who raised $128 million in 2011 for his campaign, compared to Romney's $57 million.

Indian air force to buy 126 Rafale fighter jets

(AP) ? India has decided to buy 126 French-made Rafale combat aircraft for the Indian air force, clinching a massive $11 billion defense deal, a top government official said Tuesday.

The French aviation company Dassault snapped up the $11 billion deal after emerging with the lowest bid in a two-way competition against the Eurofighter Typhoon aircraft, the official said.

The official was speaking on condition of anonymity because he was not authorized to speak to reporters about the sensitive defense deal.

Planes from Boeing Co. and Lockheed Martin of the United States and from Russian and Swedish makers were dropped from consideration earlier.

The deal is the 1st foreign deal for Dassault's Rafale fighter jets.

India, the world's biggest arms importer, is being wooed by major international arms manufacturers as it replaces its obsolete Soviet-era weapons.

Eighteen fighter aircraft will be delivered in "fly away" condition within 36 months and the remaining 108 are to be built by state-owned Hindustan Aeronautics Ltd. through technology transfers.

Defense ministry experts were still fine-tuning pricing details, including the cost of on-board weaponry and royalties for producing the aircraft in India.

Olivier Dassault, a French lawmaker and the son of Groupe Dassault chairman Serge Dassault, said the deal was very good news for the French aviation industry.

"It's a program on which more than 500 companies are cooperating," he said. "It's a victory for all these small- and medium-sized, high-tech companies who take part in building the most beautiful airplane in the world."

The French have for years been trying to get an export deal. Just last month, French Defense Minister Gerard Longuet warned the Rafale program could be stopped if foreign buyers don't materialize.

Longuet maintained that the Rafale is an "excellent plane" but acknowledged it is handicapped by its price, which is higher than its U.S. rival.

The Rafale, in service for the French Air Force since 2006, has been flying air support roles in Afghanistan since 2007, and was a big part of the NATO air campaign against Moammar Gadhafi's forces in Libya in 2011.

'Super' PACs set to disclose big donors Tuesday (AP)

WASHINGTON ? Get ready to find out who the millionaires are behind this year's presidential election.

Shadowy outside groups funded by anonymous donors and working on behalf of candidates they support have pummeled Mitt Romney, Newt Gingrich and others for the past two months by spending millions of dollars on mostly negative TV ads that have had an enormous impact on the fight for the Republican presidential nomination.

Now, for the first time since they started shaping this campaign in earnest, many of those "super" political action committees are set to disclose just who is financing their pseudo-campaign operations. Many took advantage of a change in federal rules that essentially let them shield their donors' identities until after key primary elections in January. But they still must submit their financial reports to the Federal Election Commission by Tuesday.

Only a handful of donors are known, including Las Vegas billionaire casino owner Sheldon Adelson. His two checks for $5 million apiece to Winning Our Future, a pro-Gingrich group, essentially kept the former House speaker's White House campaign afloat at critical junctures just before the South Carolina and Florida primaries.

Bain Capital executives and Romney friends have lined the bank accounts of the pro-Romney group Restore Our Future. Former Bain executive Edward Conrad donated $1 million last spring and Marriott International Inc. CEO J.W. Marriott Jr. gave the group $500,000, seed money spent to successfully hammer Gingrich in Iowa late last year as he started to rise.

That's when the super PACs sprang into action in full force.

Since then, groups working on behalf of Republican candidates for president have spent roughly $25 million in TV ads, most of which have been negative, in the first four states to vote in the GOP nomination battle ? Iowa, New Hampshire, South Carolina and Florida.

Of that, the pro-Romney Restore Our Future has spent about $14 million on ads, mostly to take down Gingrich in Iowa and Florida. That's more than the roughly $12 million Romney himself has spent on TV ads.

The super PACs have also unleashed millions on expenses typically reserved for campaigns, including direct mailings, phone calls and get-out-the-vote efforts.

It's a precursor to the general election, when super PACs aligned with both Republicans and President Barack Obama are planning to dole out even larger sums.

These groups are the products of a 2010 Supreme Court ruling that stripped away old restrictions on corporate and union spending in federal elections. They can't directly coordinate with the candidates they support, but many are staffed with former campaign workers who have an intimate knowledge of their favored candidate's strategy.

Some donors will never be known because some super PACs have established not-for-profit arms that can shield contributors' identities. Those arms can spend more than roughly half of their money on so-called advocacy, although campaign-finance reformers have urged the Internal Revenue Service to reduce that share.

Super PACs like American Crossroads ? backed by George W. Bush political adviser Karl Rove ? and its own nonprofit arm played a significant role in the 2010 midterm elections, helping deliver the House to the GOP and boost the number of Republicans in the Senate.

Tuesday's filings to the FEC won't just reveal many of the committees' financial backers; they'll also show how their money is being spent, particularly on infrastructure, payroll and travel. The same will be true in the campaign financial filings for President Barack Obama, Romney, Gingrich and others, who last released their finances in October 2011.

But, above all, the FEC filings are likely to show the awesome impact super PACs have in supplementing expansive, national campaigns.

Super PACs have become headaches for campaign-finance watchdogs, who have long warned of a potentially corruptive influence that hasn't been seen since the days of Watergate.

But some GOP-leaning groups say their ads contribute to a marketplace of ideas and counterbalance the huge sums of cash that Obama and the Democratic National Committee plan to spend on the president's re-election bid.

By law, presidential campaigns can raise, at most, $5,000 total from an individual donor.

But super PACs can solicit and spend unlimited money ? and some employ affiliated groups, known as 501(c)4 organizations, whose donors are allowed to remain anonymous. Watchdog groups like Democracy 21 have complained to federal regulators on that front, asking the IRS to limit how much those nonprofit groups can spend on political advocacy.
